Vincent Scarfo
Senior Analyst, Emergency Management
Mr. Scarfo is a retired Command Sergeant Major serving 28 years with the United States Army and Army National Guard. His background includes tours as Forward Operating Base Command Sergeant Major in northern Iraq during Operation Iraqi Freedom III and Operations and Training Non-Commissioned Officer in Charge of the Joint Counter Narco-Terrorism Task Force. He has an extensive background in emergency management and force protection which has required training at the Center for Domestic Preparedness, Arizona Division of Emergency Management, and United States military schools both nationally and internationally.
Mr. Scarfo has been trained in NIMS (National Incident Management System), HSEEP (Homeland Security Exercise and Evaluation Program) and TLO (Terrorism Liaison Officer) while holding an active Secret security clearance. He is Total Army Instructor Trainer Certified and conducted training nationally for numerous Counter Narco-Terrorism school houses in risk management, emergency planning and operations planning as the subject matter expert. He has participated in many joint operations, most notably as the Special Operations Non- Commissioned Officer in Charge for border operations in Arizona.
Mr. Scarfo served as the Emergency Preparedness Administrator with the Arizona Department of Corrections and was directly responsible for the management and implementation of the agency emergency response plan with emphasis on critical business functions. He was the agency Homeland Security Coordinator and participant for development of the State of Arizona pandemic influenza plan. He also participated in TOPOFF IV, a national exercise designed to test state, county and local emergency response to a terrorist event.
Mr. Scarfo currently conducts risk, threat, vulnerability, and hazard assessments for entities, most notably high schools throughout the valley area. This is all in preparation for development of agency specific emergency response plans.
Mr. Scarfo holds an MBA in International Business with Western International University and a BA in Business Management with the University of Phoenix.
